Built around the mid-16th century. as part of a vast plan to reorganize the defense of the coast of the Papal State, the Tower was perfectly preserved until 1944 when it was partially demolished by German artillery. Since then, the progressive retreat of the coastline has left the Tower exposed to sea storms which have further deteriorated it, causing the loss of its architectural and structural unity with the collapse of large parts of the masonry.

The restoration and valorization of the Monumental Complex of Torre Flavia was divided into several phases ranging from the safety of the Monument and realignment of the spurs currently rotated and translated following marine actions, to the conservative restoration of the existing portions of masonry with the recovery of the damaged parts, the consolidation of the walls and the reconstruction of the missing parts, up to the proposal for the reuse of the Tower with a fruition project that creates an educational vertical path defining a museum space dedicated to the history of the Tower and the defensive system, restoring the lookout function of the monument.
